On July 21, 2025, the Head of the Department, Professor Serhii Boichenko, took part in the roundtable discussion “Regulation of the Hydrogen Market in Ukraine: Presentation of the Draft Law and Next Steps”, organized by the United Nations Development Programme (UNDP) in Ukraine.

The discussion centered on a framework draft law aimed at establishing a comprehensive legal and institutional foundation for the development of production, transportation, and utilization of renewable and low-carbon hydrogen. The document has been developed under the UNDP Green Energy Recovery Programme, which contributes to harmonizing Ukrainian legislation with EU standards.

Currently, the draft law includes the following provisions:

✅ Introduction of the terms “renewable hydrogen” and “low-carbon hydrogen” in accordance with EU directives

✅ Establishment of a system for guarantees of origin and hydrogen certification

✅ Basic regulation of hydrogen market infrastructure — including transportation, storage, and grid connection

✅ Allocation of responsibilities to the National Energy and Utilities Regulatory Commission (NEURC), the Cabinet of Ministers, and other central authorities for the development of technical standards and incentive mechanisms

✅ Introduction of a hydrogen registry

✅ Mechanisms for state support

✅ Targets to be achieved by 2030

In his speech, Professor Boichenko emphasized the importance of involving university experts in the development of such legislative documents.

Participants of the roundtable included representatives from Igor Sikorsky Kyiv Polytechnic Institute, the Institute of Energy Saving and Energy Management of KPI, the Scientific and Technical Union of Chemmotologists, Zhytomyr Polytechnic State University, and Ivano-Frankivsk National Technical University of Oil and Gas.

Global experience shows that only consolidated efforts of government representatives, business, civil society, practitioners, scientific institutions, and universities can yield an effective synergistic outcome.

Additionally, Professor Boichenko highlighted the importance of workforce training for the hydrogen infrastructure, which is still in its early stages of development in Ukraine, noting that this aspect should be stipulated in the legislation. KPI has already taken the first steps in this direction by launching an interdisciplinary educational program G11 + G1 “Energy-Efficient Equipment of Biofuel and Hydrogen Technologies” — https://pk.kpi.ua/specialities-bak/s-g11/#1g114 .

He expressed his gratitude to the stakeholders — Hydrogen Ukraine, the Bioenergy Association of Ukraine, the Institute of General Energy of the National Academy of Sciences of Ukraine, and the Scientific and Technical Union of Chemmotologists — for their support, collaboration, and joint activities.

The current priority is the development and submission of proposals for the refinement of the draft law.
